No, you are way off.
Oceania top 2 qualifies you for asia. Top 4 in Asia qualifies you for a WC.
Every tournament is a 3 year cycle.

We qualify to the World Cup through Asia because everyone else is playing 12 games to qualify, whereas if we were still qualifying through Oceania what would we do play New Zealand 12 times for both teams to qualify? Although we qualify to the Olympics through Oceania (might be because Australia and New Zealand might both qualify if it was just Asia).
For juniors we still qualify through Asia but to qualify to Asia we qualify through Oceania which is treated as a sub-zone like South East Asia, the Persian Gulf, etc.
Oceania is actually also treated as a sub-zone in seniors as the first round of Asia Cup (and World Cup) qualifying but I don't think it will ever matter for Australia or New Zealand as we'd need to not qualify to the previous Asia Cup for it to matter. Gives Guam and Fiji a pathway to higher levels of competition without being immediately squashed by Australia and New Zealand.
