Crazy odds but betting agencies usually are clueless about NBL teams odds until they start seeing some form on the board and adjust accordingly.
Excluding the supposed Jock Landale signing by United which isn't official yet my ladder prediction based on paper so far would be:
New Zealand
Perth
Cairns
Sydney
Adelaide
Melbourne
Brisbane
SE Melbourne
Hawks
NZ may not play a home game all season. They're probably good, but it's a big call picking them top if that's the case

21 March is grand final time. Betting agencies always in the know!
Zodiac with the call of the decade, Hawks to finish last. JC.
NZ appear to have a great team but spending five months in the road is going to take its toll. Big props to them if they can get up but I can't see it happening.
A Goorjian coached team finishing last in the NBL. Yeah nah. Not in this lifetime.

What are the chances Kay returns to the Wildcats?
Sometimes it's worth grabbing long odds now on a team with a decent coach and a club willing to spend on rectifying roster issues. Perth at $11 is interesting.
Lot of unknowns in that Hawks roster.
Perth at $11.
Illawarra for a speccy.
Sydney at $7 isn't too bad, if Didi takes a big step forward that'll go a long way.

I assume Melbourne at $3 already had the Landale likelihood priced in?

Isaac you beat me to it - I would say United's odds already had the Landale signing baked-in.

Perth at $13 ... Might be worth a punt if they fix roster and or add import during season.
What are the odds for Sydney to forfeit any game during the season (incl finals)?
Adelaide for the spoon is harsh.
SEM or Brisbane I reckon.

Scotty Hopson and Jock Landale, Melbourne for sure.

36ers for the spoon shows you how clueless betting agencies always are about the NBL until the games start and they adjust accordingly.
Are the 36ers any chance to win the title? No, but you can't have them below teams like SEM and the Hawks, possibly even Brisbane.
