Referee positioning at free throws

I was just watching the Bookers vs All Blacks on then Sunshine Coast.

Cooks was shooting free throws. There's was a ref positioned along the key line, just down from the first rebounder. It was only the first free throw, and the ref moved to the normal baseline position for the second of 2 free throws.

I just thought this was strange. The ref may have been discussing with the NZ player on the bottom hash mark, but surely that’s a potential distraction. Just thought it very odd, but no player objected. Or does the ref believe Cooks is likely to miss to that side of the ring?

Is this a thing now?

little off topic - why don't the stadiums properly mark U10 and U12 free throw lines instead of the referees guessing ?
