Nunawading U18 B2 Grand Final

I was looking at the grand final lists, and I saw that Norwood U18 boys 2 are in the grand final. They finished equal points with camberwell, yet camberwell had a higher percentage.
I went into the game log and saw that Camberwell received a tech foul at the end of the game this evening.

Is this a possible reason as to why Norwood went into the grand final tomorrow?

I'm still learning all the rules and these things interest me to make sure I know what to read up on.

Thanks.

(Great tournament too! 1158 teams participating!)

In most tournaments in Victoria, splitting teams on equal points is done on a "head to head" basis, meaning if the two teams have played, the winner ranks higher on the ladder

saw a team score and take the lead - then the same team called a time out immediately and it was granted as the other team had the ball and about to inbound off the score (no whistle) - ran over 75 seconds down off the clock in a close game.
Refs were questioned how can the team that scored be granted a timeout off the defending team's inbound possession and no whistle ?
Ref answered that's the rule specific to the tournament.
Didn't know about that ruling.

@ +, I can't see that in the referee manual for the tournament? I can see timing, clocks, uniforms, etc but nothing about that specifically...

Was that at Mullen, by any chance?
