I understand he is now GM of Hawaii basketball but has he retired from playing? Surely hes not at a point in his career where he can take a year off and hope to return to playing.

The Hawaii thing is ceremonial and not relevant, I think Damian Lillard or someone like that has just been named GM of his old college it's just a PR recruiting gimmick. Patty lives in Hawaii.
When players are near the end of their NBA careers if no team is offering them a contract on the eve of training camp some of those FA's keep themselves available so when teams look at what they've got and what help they might need a team might decided in camp or early in the season it needs a PG (Patty) or a big (Simmons) etc.
So there is probably a reasonable chance an NBA team signs Patty at some point this season but might not even be until mid-season that it happens.

There's a few notable unsigned guys at the moment. Some are waiting on other pieces to fall (GSW waiting on Kuminga situation before filling out their roster) and others maybe waiting on a team to get desperate (Westbrook).
I think Patty still has just enough to cling to a team in a mentor type situation, rather than on skill alone. Would love to see him back at the Spurs with CP3 gone and a lot of young guards there. Though with Pop gone thats maybe less likely.
Now that the Rockets have lost FVV for the season could they bring him in to play some minutes and mentor Sheppard?
